Industrial Park Infrastructure Improvements

The 2021 Industrial Park Infrastructure Improvements project began in early June 2021 and is expected to continue through November 2021. The project area includes York St., Industrial Park Dr. and 10th Ave. (from Commerce Dr. to High St., with the possible inclusion of High St. to Main St.). Work involves road reconstruction and resurfacing; water main replacements; sanitary sewer replacements; storm sewer replacements and additions; curb additions, replacements and repairs; and sidewalk additions and replacements. Construction started at the south end of the project area (Industrial Park Dr. and York St.) and will continue onto 10th Ave. The contractor is responsible for maintaining access to homes and businesses during the project, but 10th Ave. will be closed to thru traffic for portions of the project.

Construction work is generally expected to take place on a weekday schedule of 6:30 a.m. to 4 p.m., with possible early evening work and Saturday work if needed for the project to stay on schedule. The contractor has been advised to not begin any of the loudest work (concrete crushing) until after 7 a.m. Temporary road closures are expected at times during the course of the project.  Access to driveways within the project area will be maintained for most of the project, but there will be intermittent periods where some driveways will not be accessible while concrete cures. The contractor will provide advanced notice of these instances by providing a letter or doortag at the front entrance of each affected property. Additionally, there may be periods where water is temporarily shut off to properties while new water main installed; the contractor will also provide advanced notice to affected properties. Water shut offs are typically an hour long, but should be no more than six hours if the work dictates.

Project Background

The Village of Union Grove was awarded a $1.0 million grant from the Wisconsin Department of Transportation in 2020 to help fund road repairs, drainage improvements and bicycle/pedestrian improvements on York St., Industrial Park Dr. and 10th Ave. Water and sanitary sewer improvements were also planned for the area (to be funded by the respective utilities).

In fall of 2020, the Village requested bids for engineering design and construction oversight services. A total of five bids were received and Baxter & Woodman was subsequently selected based on their proposed cost and overall knowledge of the project area. Initial project designs were presented to the Water, Wastewater, Storm Water and Streets Committee for review on January 28, 2021 and March 30, 2021.

An Open House was held on April 20, 2021 to give members of the public an opportunity to review plans and discuss and questions or concerns with the project engineers – all property owners within the project area should have received a letter invitation to the Open House.

The Village received a total of five sealed bids for construction and on May 10, 2021 the Village Board approved the lowest responsible bid which was submitted by DK Contractors of Pleasant Prairie with subcontractors of Payne & Dolan, Stark and All-Ways.
